Sub-block perp-aware pause

The engine now reads the linked Hyperliquid perp at sub-block resolution and widens spreads or pauses inside the same slot when a dislocation is detected. Trending-push runs no longer eat slippage through violent peg moves.

Operators can now queue a campaign to start at any future moment instead of running immediately. The new themed date and time picker rejects past selections, normalizes every input to UTC, and surfaces the resolved start time in American format throughout the dashboard.
